Rats foul homes and businesses in Queen Annes County, Maryland

Why are there so many Rat Problems in Queen Annes County?

We have what appears to be brown rats living in our unfinished crawl space beneath the kitchen ( Our landlord is too fat and lazy to get in there and clean it up). I have already caught 5-6 babies using glue traps but tonight I saw 2 babies and the mother (I think because it was huge compared to the others).
